To Speak at Council or Committee

  • Clarington Council or Clarington General Purpose and Administration Committee meetings:

    The General Purpose & Administration Committee meetings are generally held on the opposite Mondays to Council Meetings. These meetings are held in Council Chambers (2nd floor, Municipal Administrative Centre) at 9:30 AM. The Committee deals with the majority of staff reports and mandatory public meetings (as required by the Planning Act). Committee meetings include the Mayor and Councillors, as well as Department Directors.

    Council meetings
    are held at 7 p.m., Council Chambers, Municipal Administrative Centre, 40 Temperance Street, Bowmanville, ON (public welcome) These are held every other Monday, while GPA (see below) meetings are on the in-between Mondays.

    DELEGATIONS

    Members of the public who wish to speak to the GPA Committee or Council are referred to as "delegations". Each delegation has 5 minutes to speak.

    To be a delegation you must register with the Municipal Clerk's Department by 4:30 pm on the Friday preceding the meeting. You may register by:

    Note, meeting agendas are published as of noon on the Wednesday preceding the meeting. Delegation requests received after the agenda is published but before 4:30 PM on the Friday preceding the meeting will be added to the Agenda at the meeting.

  • Durham Regional Council & Committees
    Council:  10:00 a.m, Council Chambers, Administration Headquarters, 605 Rossland Road East, Whitby, Ontario. (see noticeboard for dates)
    Committees: 
    see noticeboard for dates/times. Standing committees generally meet at 9:30 a.m. with the exception of Works Committee, which meets at 10 a.m.

    Requests to Speak to Council and Committees

    Addressing Regional Council
    You are required to first appear before the appropriate Standing Committee before addressing Regional Council, but may be granted leave to address Council directly with a suspension of the rules and vote by Council on the day of the Council meeting.

    Please submit a request in writing to the Regional Clerk. Your request must be submitted by noon on the Thursday preceding the Council meeting if you wish your name to be shown as a delegation on the Council agenda. Pursuant to Council’s Rules of Procedure, a minimum of 48 hours’ notice prior to the commencement of the Regional Council meeting is required. You may submit your request to
    clerks@durham.ca or by mail to: 605 Rossland Rd. E., PO Box 623, Whitby ON L1N 6A3 or by fax to 905-668-9963. The request should include the subject matter, the name of the presenter, contact information (e.g. address, email, telephone), and any audio-visual requirements.

    Delegations may be heard provided they have first appeared before the appropriate Committee of Council and a majority of the Members present vote to hear the delegation. The delegations shall be limited to speak not more than ten minutes except a delegation consisting of more than five persons shall be entitled to two speakers with each limited to speak not more than ten minutes.

    If you have handouts or information for Council, please provide 50 copies to the Clerk's Department staff and we will distribute these prior to the meeting.

    Because of the volume of business to be completed at Council, there is strict adherence to the ten minute limit for delegations. However, questions and answers are permitted. A delegation consisting of more than five persons shall be entitled to two speakers with each limited to speak for not more than ten minutes.

    Addressing a Standing Committee

    If you wish to appear as a delegate before a standing committee, please submit a request in writing to the appropriate individual listed below, with a copy to the Regional Clerk's office at clerks@durham.ca or by mail to 605 Rossland Rd. E., PO Box 623, Whitby ON L1N 6A3 or by fax to 905-668-9963.

      For delegations to the Health and Social Services Committee, please contact Annette Laferriere (for Health) at
      annette.laferriere@durham.ca or Linda Wahrer (for Social Services) at linda.wahrer@durham.ca.     The request should include the subject matter, the name of the presenter, contact information (e.g. address, email, telephone), and any audio-visual requirements.

    Delegations are limited to ten minutes, followed by a question and answer period. If you have handouts or information for the Committee, please bring 50 copies with you to the meeting and give them to the Recording Secretary who will distribute them. ***THIS IS NOT NECESSARY (50 copies), but please bring a copy of your delegation for the Clerk, and any additional copies for the press if so desired.
